Introduction

EMHS remains committed to delivering safe, high-quality care with robust processes in place to identify variations in care and outcomes, fostering system-wide learning, improving service delivery, and driving clinical improvement. The health service continues to focus on improving efficiency and sustainability without compromising the safety and wellbeing of patients and the workforce.

Overall, the 2025-26 Key Performance Indicators reflect the impact of the workforce growth required to meet this service demand and the associated workforce-related costs.

The methodology used to calculate the KPIs has also been revised for 2025-26, using an Activity Based Costing approach as the basis of the financial calculations.
