The Freedom of Information Act 1992 (WA) (FOI Act) gives all Western Australians a right of access to information held by EMHS. Access to information can be made through a Freedom of Information (FOI) application, which should be addressed to the FOI contact for the appropriate EMHS site.
FOI applications can be granted full access, partial access or access may be refused in accordance with the FOI Act.

In 2025-26, EMHS sites collectively received 2,495 new applications under FOI legislation (includes Swan Districts Hospital and Midland Community Mental Health – mental health records).

EMHS Freedom of Information
New information and official enquiries department
A new centralised EMHS Release of Information Department opened this year, reflecting our commitment to transparency and accountability.
The department comes under the EMHS Office of the Chief Executive and manages requests under the Freedom of Information Act 1992 for our network.
Before the department was established in October 2025, Freedom of Information (FOI) requests were handled by separate Royal Perth Bentley and Armadale Kalamunda Group teams. Other EMHS-wide corporate requests previously went through the EMHS Office of the Chief Executive.
In 2025-26, the Release of Information Department collectively received 2,495 new FOI applications.
By bringing official patient and corporate requests together, the new department has streamlined information services, improved oversight and visibility, and reduced application response times.
EMHS Office of the Chief Executive Director Anne-Marie Presho says enquiries are now handled by one coordinated, expert team.
“By centralising our FOI function, we’re strengthening good governance across the organisation through consistent decision-making, greater accountability, and a more streamlined, transparent approach to managing information requests,” Anne-Marie says.
